The Government of the Northwest Territories has introduced a new Encampment Response Framework to help guide the response to encampments in Yellowknife.
This framework establishes a coordinated approach that clarifies the roles and responsibilities of different departments, agencies, and other partners when encampments are identified.
This will allow the GNWT to ensure the response is consistent and respectful while working with the City of Yellowknife, the RCMP, and Indigenous governments.
“By working with partners, we can respond to community concerns, treat people living in encampments with dignity, connect them with safer housing options and services, and improve the continuum of housing and supports available over the longer term,” said Minister Lucy Kuptana.
The GNWT says that while they do not support encampments as a housing solution, they acknowledge that people living in encampments may be facing complex circumstances and are committed to ensuring they have access to and understanding of the supports available to them.
“Our goal is to help people move toward safer places to stay, with the trust, support, and services they need,” said Kuptana.
Under this new framework, Integrated Service Delivery staff will engage with encampment residents for wellness checks, and to ensure they are aware of emergency shelter options, transitional housing, and health and social supports.
The framework also supports the cleanup of encampments on Commissioner’s land to remove waste and other health and safety risks. The GNWT says this will be carried out with compassion, dignity, and respect, with advance notice given to residents.
Coordinated site visits have already begun in Yellowknife to support outreach, garbage management, and cooperation between partners.
